Portugal
Runs a national asylum procedure through AIMA (the Agency for Integration, Migration and Asylum, which replaced the former SEF border agency in 2023), generally regarded as relatively accessible within the EU β though appeal windows, if you're refused, are short.
At a glance, for someone deciding whether to come here
Not tourist facts β the things that actually shape daily life while your case is pending and after it's decided.
How you could qualify to enter this system
- In-land asylum application to AIMA, or to any police authority
- Resettlement quotas coordinated with UNHCR
How the process generally works
You can present your application, orally or in writing, to AIMA directly or to any police authority. AIMA must register it within 3 working days and issue a certificate shortly after β in practice, an interview is sometimes conducted the same day as registration. An admissibility check follows (about 30 days on the standard track, 7 days at the border), then a full eligibility decision, which can take up to 6 months or, in more complex cases, 9 months.
Step by step
Present your application
To AIMA directly, or to any police authority, orally or in writing.
Registration Within 3 working days
AIMA registers the application and issues a certificate.
Interview
Conducted by AIMA, with an interpreter if needed β sometimes on the same day as registration.
Admissibility decision ~30 days (7 days at the border)
Whether your case proceeds to a full examination.
Full eligibility decision Up to 6 months (9 for complex cases)
The substantive decision on your claim.
Appeal, if refused 5β15 days
Deadlines are short and depend on the decision type β as little as 5 days for a Dublin "take charge" decision, 8 days for an inadmissibility finding, or 15 days for a negative decision in the regular procedure.
What you'll typically need
- Passport or ID if available
- Evidence supporting the claim
- Biometric data, collected once you formalize the application
Support available while your case is decided
- Conselho PortuguΓͺs para os Refugiados (Portuguese Refugee Council)
- State reception support for applicants without means
As an EU member, Portugal applies the EU's common asylum rules, including the new responsibility-allocation system that replaced Dublin in June 2026 β see the system-wide note below. Separately: if you see older guides referring to "SEF," that agency was dissolved in October 2023 and its asylum functions moved to AIMA β treat SEF-branded information as out of date.
Common pitfalls
- Assuming a standard appeal window β deadlines here are unusually short and vary by decision type; a Dublin transfer decision can give you as little as 5 days to appeal.
- Relying on older information that still refers to "SEF" β that agency was replaced by AIMA in 2023.
- Not realizing an interview can happen the same day as registration β being unprepared for that pace.
