Europe
Norway
Not an EU member but participates in the EU's asylum responsibility system through its own agreement, historically modeled on Dublin, with asylum claims decided by the Norwegian Directorate of Immigration (UDI).

Not tourist facts โ the things that actually shape daily life while your case is pending and after it's decided.
How you could qualify to enter this system
- In-land asylum application to UDI
- UNHCR-referred resettlement
How the process generally works
Applicants register with the police, are housed at a reception center, and are interviewed by UDI. Appeals go to an independent appeals board (UNE).
Step by step
Register with the police
Followed by placement at a reception center.
UDI interview
A case officer interviews every asylum seeker whose case is decided in Norway.
UDI decision
A grant or refusal, with an appeal deadline stated in the decision letter.
Appeal, if refused 3 weeks to lodge; UNE's own decision time is not fixed and can be long
UDI first reconsiders its own decision; if unchanged, the case moves to the independent Immigration Appeals Board (UNE) for a fresh review.
What you'll typically need
- Passport or ID if available
- Evidence supporting the claim
Support available while your case is decided
- Reception center housing during processing
- NOAS, an independent refugee-advice organization
Norway has one of the more established resettlement programs in Europe relative to its population. As an associated state, Norway formally adopted the EU's new asylum system (the AMMR, replacing Dublin) alongside the EU itself from 12 June 2026, including new border screening and expanded biometric data collection.
Common pitfalls
- Missing the 3-week appeal deadline stated in your decision letter โ after that, the decision is final and you're expected to leave.
- Expecting a fast UNE decision โ UNE itself says it cannot give a reliable timeline, and waits can be lengthy.
- Not accounting for Norway's June 2026 adoption of the EU's new border-screening and biometric rules as an associated (non-EU) state โ the same responsibility rules now apply here too.
