Jordan
One of the largest refugee-hosting countries in the world relative to its population, primarily hosting Syrians, coordinated mainly through UNHCR rather than a domestic asylum law.
At a glance, for someone deciding whether to come here
Not tourist facts โ the things that actually shape daily life while your case is pending and after it's decided.
How you could qualify to enter this system
- Registration with UNHCR Jordan, which conducts refugee status determination directly in the absence of a comprehensive domestic asylum law
How the process generally works
New arrivals register with UNHCR, which conducts an interview and issues an asylum-seeker certificate. Most Syrians live in urban areas rather than camps, though camps like Za'atari also exist.
Step by step
Confirm registration status
General UNHCR registration for new arrivals has been suspended since January 2019 โ check current access with UNHCR Jordan directly before relying on this pathway.
Register with the Ministry of Interior
Required separately from UNHCR, for a biometric Service Card giving access to health care and education (Syrians specifically, since 2014).
What you'll typically need
- Any ID available (not always required to register)
- Details of your situation for registration purposes
Support available while your case is decided
- UNHCR-run services and cash assistance for the most vulnerable
- Significant international NGO presence given the scale of the Syrian response
Jordan has not signed the 1951 Refugee Convention, so protection here operates through UNHCR mandate status and government cooperation rather than domestic asylum law โ a materially different legal foundation from most other entries on this list. Important and easy to miss: general UNHCR registration of new asylum seekers in Jordan has been suspended since 23 January 2019 and remained in force as of our last check โ UNHCR still provides documentation and services to people already registered, but new arrivals should confirm current registration access directly with UNHCR rather than assume it's open. Since 2014, Syrian refugees separately need a Ministry of Interior biometric Service Card for services like healthcare and education.
Common pitfalls
- Assuming UNHCR registration in Jordan works the way it does elsewhere โ general registration for new asylum seekers has been suspended since January 2019; this is a critical, easy-to-miss fact that changes what's actually available to a new arrival.
- Not registering separately with the Ministry of Interior โ UNHCR registration alone doesn't grant the biometric Service Card needed for health care and education access.
