Colombia
Has hosted one of the largest displaced populations in the world (mostly from Venezuela), but the large-scale Temporary Protection Status that made this possible has been sharply scaled back — general registration for adult Venezuelans is no longer open, as of our last check.
At a glance, for someone deciding whether to come here
Not tourist facts — the things that actually shape daily life while your case is pending and after it's decided.
How you could qualify to enter this system
- In-land asylum application for individual protection claims
- Temporary Protection Status (Estatuto Temporal de Protección, ETPV) — but general registration for adult Venezuelans is currently closed
How the process generally works
Individual asylum claims go through the standard national procedure. The ETPV was originally a broad, large-scale regularization program for Venezuelans, but registration has since been restricted: as of our last check, new pre-registration was only open for minors linked to the national education system or child-welfare (ICBF) programs, not for adults generally. If you registered before this restriction, your existing status should still apply — if you haven't, don't assume the ETPV is currently available to you the way older articles about it describe.
Step by step
Online pre-registration
A detailed socio-economic survey (Single Registry of Venezuelan Migrants) — currently restricted to minors linked to school/ICBF programs, not open to adults generally.
Biometrics appointment
Required for applicants over age 7.
Migración Colombia decision Up to 90 days
A response is sent to the email given at registration.
PPT card issued, if approved
The Temporary Protection Permit identity card.
What you'll typically need
- Passport or ID if available
- Evidence supporting the claim (for individual asylum) or proof of enrollment in school/ICBF programs (for minors under the current, restricted ETPV registration)
Support available while your case is decided
- UNHCR and partner organizations operate extensively given the scale of displacement
This is a case where the on-the-ground reality has changed faster than most descriptions of Colombia's Venezuelan response — the ETPV was genuinely one of the most generous large-scale protection programs anywhere when it launched, but general adult registration is not currently open. Confirm current registration status directly rather than relying on the program's original, broader reputation.
Common pitfalls
- Assuming the ETPV has a formal appeal mechanism — it doesn't; if something goes wrong, the options are a right-of-petition request, an enforcement action with Migración Colombia, or a judicial challenge, not a standard appeal.
- Relying on the ETPV's original reputation as a broad, open program — general adult registration has been closed since our last check, and only minors linked to school/ICBF programs can currently pre-register.
- Not pursuing the individual asylum route as a fallback if ETPV registration isn't available to you — it's a separate, formal option with its own (less certain) process.
